Only you know how much warmth you need. Once that is established, LLBean, REI, Marmot, and NorthFace I can personally vouch for as to their quality of construction. However, I’m not an official ‘tester.’ I’m sure there are other brands that may be less expensive and yet provide good protection. Perhaps others can and will name them for you.
One main principle: the outer layer MUST be waterPROOF (not RESISTANT) to stop the wind from chilling you through any inside layers, right down to your bones. After that, you decide between down and other forms of padding. Down may be the best insulator, but it is also the most expensive. It is light in weight, which I prefer.
